In 2009, a South East Asian regional human rights body was established, called the ASEAN Intergovernmental Commission on Human Rights (AICHR). It is made up of representatives from the ten member states of the Association for Southeast Asian Nations (ASEAN). The AICHR is currently drafting an ASEAN human rights declaration, with a view to establishing a human rights mechanism in the future.
There is no sub-regional human rights instrument or body as yet in the Pacific, although there have been discussions on this topic in recent years.
National Human Rights Institutions
The Asia Pacific Forum of National Human Rights Institutions (APF) is a key regional membership organisation for National Human Rights Institutions. The APF supports the establishment and strengthening of independent NHRIs in the region. The APT has an ongoing partnership with the APF to enhance the capacity of NHRIs in the field of prevention of torture. This draws to a great extent on the joint publication Preventing Torture: An Operational Guide for National Human Rights Institutions.
